Is it normal for a winter white to shed completely until bald? 
Mine is shedding bald from both under arms and chin to chest. 
normal or not?

Not normal at all. What kind of bedding do you use? If you are using any kind of wood chip bedding, it is probably an allergy the hamster is having to the bedding. I have seen this a lot, and its very painful for the hamster. Being that they are so low to the ground they usually lose the hair on their chins, chest, armpits, and bellies. There is a simple fix tho...change bedding types! Use something like Caefresh, Softsorb (not the sented...this can also cause hais loss allergies), or my personal fav. Sunseed recycled paper pellet bedding. That should help the poor hamster and his skin!
